I put one on city hall's doorstep in Crystal Creek Valley Dantooine, Tempest Galaxy because im still learning, and having the same issues lol

The only one I know of is at Coronet near the fire pits of City Hall. He's been there on both servers I have played on.

all political trainers are sitting (well standing) in front of the steps of the city hall (capital) can't miss them
