Is it possible to lock the clone center to the oposite faction? Is this done automatically. I am rebel and Someone told me this can be done. Would I have to ban all the the players that are imp to do it?

not possible
make as many of your citizens malitia as possible and tell tehm that they do not have permission to grant zoning to anyone that they are just imp banners. I think most of the imps from our server have been banned hehe
