to your 2nd question: Only the mayor can have admin on the city hall

OK the title almost says it all.

Is ther enay way to email all city members besides getting all the names on a list from the city hall? Also And I would like a friend to refurnish my city hall, but I cannot give admin rights, just wondering if there is any way around it.
