I know you have to have 10 citizens of the city within 24 hours of city hall placement, but I have a question...

My guild has been laying down houses and declaring residence at our proposed city site in preparation for the city hall being placed. Do the individuals have to RE-DECLARE after the city hall goes down, or will they automatically be citizens because their declared residences are within city limits?

From what I remember (this was 6 months ago), no they don't have to redeclare.
