I am wondering if anyone can tell me if the master polo city specializations are working?

If you mean the dual-specializations, these were removed from the Master Politician box because they weren't working as intended. Pending any sort of review of the coding problems they were having with them, or a possible revamp of the politician tree, this box will probably remain blank until that happens.

Can't wait for them to put it back. There is not other reason to be Master Politican.
