They automatically become part of the city you are building, and if someone has declared residency there, they automatically become a resident of your city. And no, its not possible to tax an individual or a structure. It's either all or nothing when it comes to taxes.

Heya, I'm new to politican and I have a fewquestions. There's currently an existing guild hall beside our town and it might be encompassed halfway into the township if not all the way,if it does what will happen? Do they automaticly become part of the town? Also, is there a way to tax one specific person more the another? Thanks
