My guild is wanting to start a player city but we want to gather some info first.
1) How can we tell ahead of time (before we purchase a city hall) if there are to many player cities already on the planet? (we only expect to be rank 1 or 2 at best ever as we are a small friends only guild)
2) How close to an existing Static or Player city can we place the city hall? I found some vague info that suggests it would have to be at least 450m away from the outer radius of the other cities but I couldnt tell for sure.
--right now some of our structures are about 850m from the front door of the Mos Eisley spaceport.. we assume that will be way to close but are unsure how far away we have to get.

1) The short answer is you can't. The only surefire way is trying to place a city hall. With that being said you can take a look at the planetary map and see how many cities show up there. Mind you only registered cities of rank 3 or higher will show. So you can also look for banks and for mission terminals. More often than not even small, non-registered cities will have at least one bank or mission terminal. So if you see a wp for a bank or mission term out in the middle of nowhere chances are that it's an unregistered city.
2) Your city hall has to be a minimum of 1000m from the nearest player city hall. As far as NPC cities go I am not sure how that works. It would make sense that you would need to be at least 450m away from the edge of the no build zone or else a good portion of your city would be unusable... but since when do things make sense here?
From your Mos Eisley comment I am guessing you are thinking of starting a city on Tat. More often than not Tat, Naboo and Corellia have always reached their city cap. Again there is no way to really find out for sure until you try placing your hall. It would probably be a good idea to have a secondary planet site scouted out just in case you can't place on Tat. I believe you can use Tat city halls on Lok and Dant.
