I'll type this as we were asked to provide some ideas that would help develop Player Cities and make them unique.

I'll break this into many catagories.

SIMPLE AND EASY

  1. Fix the "Sale Tax" issue

  2. Allow for a "Tax" on mission payouts where the city gets a cut of each missionrun from the city

Slightly more Advanced

  1. Allow Master Polititians the ability to "excummunicate" citizens

    • This would allow the Mayor to revoke a person's citizenship

    • They could not "remove" their house, but they could remove thier citizenship

Slightly more Complicated

  1. Allow Master Politians the ability to "relocate" houses

    • With the players concent (like a Doctor Rezzing) the Mayor could "relocate" a house from one area to another without having to pick up all the items in the house

    • This would also apply to "condemed" buildings and concent would not be needed.

    • Houses could only be placed within city limits

    • There would be a cost of $50k to relocate the house

  2. Allow players to "rent" apartments inside NPC Cities

    • Similar to current houses, they would come in different sizes and hold the same about of items

    • You could rent "Guild Halls" and other sorts of things

    • This is very important as this allows player cities to be more unique and incorporate things that SoE is unwilling to do now because players do not have this option.

  3. Player City Decorations

    • Allow Master Polititians to pick different "themes" for their city.

    • WhereCity Structures would appear to have banners, colors, and other markings thatwere chosen

      • Faction based decorating (Imperial or Rebel)

      • Chose your own Trim and Frame color scheme for each City Structure

      • Chose the Color shceme for the different House styles possible

      • Chose whatPA Hallsget what "banner" scheme

  4. Have a "City Mall Structure" that is square but divided in the multiple mini-rooms

    1. Have a1-Story model and 2-Story model

    • Each room would have an "Admin" that the mayor could assign for that one room

    • They cound name the outside of the store and can decorate (up to 20 items) their shop

    • The mayor has Perma Admin Rights and if they choose to "kick" a merchant, all the merchants items are returned thier inventory

  5. Do not allow players to place houses OUTSIDE a player city or NPC cities

    • IMO (while controversial) random house placement has trash up the planets and really damaged the feel of SWG

    • By allowing players to live in NPC cities and Player cities, there are plently of options out there

    • SoE could even add some "villiages" that are small and isolated for some good RP or for the players that just want to be out on their own (Mos Tieka for exapme or even Wayfair)

    • Limit any *new* Player Cities to outside 2,000 of a NPC city, POI, and /orother Player Cities. This would only apply to new cities. However, if you city falls, then you would be held to the new rule.

  6. Allow Master Polititians the ability to "exile" citizens

    • This would allow the Mayor to remove a player;s houses and all the items in it

    • This would take place30 days after a player has been "exiled"

    • The player could receive a "re-deed" that they could place anywhere they please. Once placed, all thier items and house wouldbe relocated to that location exactly as it

    • That player has 30 days to re-deedor all the items would be placed in a "Safety Depost Box" where they could retreive thier items later

    • I know this one is "contraversial" too, but I am tired of people in our city that later become a harrassment and / or refuse to move thier house and impeed city restructure plans. This is not that painful for them.

    • There would be a "cost" for the city of 250k per EXCILE move.

More Complicated, Controversial, and Unique for Player Cities?:

  • Imagine Faction Quest Terminals for Player Cities (part of a GCW Revamp)

    • These would give you a mission/quest for a group.
    • You would need all the right professions andthe quest would even spawn a PvE base that you need to take down and blow up.
    • Move from planet to planet hitting specific places and spawns within the different NPC cities colecting data of the final base assault
    • And, for an added twist, 25% Faction bonus if you do the entire mission as Special Forces.
    • Then, you have interation of opposing faction players in the NPC cities you are sent to.

  • Player Cities as Strongholds!

    • Your city would receive the Faction Icon on the city map, indicating you are a Faction Based city
    • Imagine being able to place turrets inside your city and on the corners of City Structures
    • Imagine having Garisons of Troops (Imperial or Rebel) patroling your city keeping it safe
    • Imagine having random raids of rival faction NPC's targeting your city
    • Imagine getting a mission to raid a rival faction Player City Stronghold are destroy "X" number of NPCs!

These, while maybe not being "open" as SoE would appear to want Player Cities to be, would provide some thing that is extremely unique for Player Cities. This would give GCW players a "Rally point" for them to develop some serious content. Putting all this together would allow for players and player cities to develop "nitches" that enhance the community. No one city would be the same. That is the uniquness that is needed. Players can determine on thier own where they want to go and be part of.

Some really good ideas. I would like to see city ban work again in some capacity. New house styles. Let's face it, the ones we have now aren't the best and are boring to look at the same house son every planet!! Our city is on Talus - so we can have the Corellian style house or the Generic - ooooh so different let me tell you. Which makes every city on Talus, regardless of decor - merchants, bases, etc look very much the same.

I would really like new house styles - whether they be vet rewards, quests for politicians to do, for citizens to do, for cities of a certain size - something. With better layouts even - what about a quest for an architect to do to get several new deeds of houses to go on new planets?

I would also like cities, especially large ones like metropolis' to be able to designate areas. For example we have Imperial bases - but we also have a merchant district open to all factions. Be much easier if we could have designated areas. For example, the merchant area has a shuttleport, is open to all, taxes are regulad per that district (and differently for other districts). And then have a shuttleport for the stronghold area (again allowing for two clone centers - we can have multiple cantinas and med centers - why not clone centers and shuttleports? Like for us Das Imp - Merchant District, Das Imp - Stronghold.

Like so many of you, and as posted here. I would love the ability to AT LEAST move houses around that are in the town. We have several players that have left the game and as we re-do our city, we are unable to truly do what we had wanted (we are settling on different plans) because of these houses left by players that have not played in at least 5 or 6 months.
