I've just taken over a player city I need to move some structures to place my guild hall. I cannot move the gardens that are already there, do I need to be able to place the object before I can remove it? at the minute I can only place statues and streetlights.

You should be able to remove them, you just wouldn't be able to place them again. If you can't pick them up, could let me know the exact repro steps and any error messages you might get? That way I can add it to the bug list.

sorry you misunderstood me 
I can get into city hall and use the city managment terminal I can grant zoning etc but I can't pick up or drop anything there because i don't have permission to access the container. There is a suit of armor in there that belongs to one of the citizens he would like to display it in his house but no one can pick it up to give him it. sorry I must seem like a right pain I have read as much in the help topics as I could before posting here but to no avail

I tried again I went to the structure terminal on each garden the only option I get is examine. I tried the /destroystructre command but it says i must be in or next to the structure to remove it. I have spoken to the person who I took over from and they said i should have access to city hall too butI don't. I do not have permission to access the structure and I do not have any option but to examine any other structures

You can't enter city hall? Are you sure you won the election? You would have gotten an email from the system congratulating you on winning. Just making sure...

You will probably need to send in a CS ticket on this to get it resolved. There have been issues where the City Hall doesn't update to the new mayor properly. Use the in-game Holocron (ctrl+H) and use the option to "Submit a Ticket".
Make sure you give them as much information as possible, including waypoints, election e-mails, and dates.

Thnx for all your help I submitted a ticket and basicaly it's a known bug. In other words I am stuck with the town the way it is untill they fix it with no room to place the buildings I want I can't do anything with city hall or the cloning facility which is a shame because it's a mess with stored items and doesn't look good at all so for the time being my guild and town will have to stay seperate untill they see fit to fix it. I hate to flame but please soe give non combat proffs some attention between the tailor bugs and the politician ones my main toon isn't worth playing anymore
