The only thing that happens during the 3rd week is the Elections are locked out... as in no-one can put themselves forward to be mayor during that last week.

All votes recieved before that period will still count and people can still join the city and vote, or vote if they haven't already.

You have to re-register to be mayor again after the election has finished and every one recieves the email congratulating the mayor on winning - then the cycle starts over.
