Okay let's take a look at this.

Let say you're a CITY(4) you get 25 city objects.
CityHall - Shuttleport - Cloning - 4 Terminals - Bank ----That's eight.
Add to that each basic trainer (Artisan, Marksman, Brawler, Medic, Scout, Politician) now your up to 13
Let's say you want a couple of elite trainers (Bounty Hunter, Creature Handler, Smuggler) now 16
One garden of each size (Sm/Md/Lg/Exotic) 20
After that you have 5 left for statues/fountains/lightpost.
This is crazy. 5 lightpost in a city? C'mon!
Our city was not planning to go over board on lights, but we DID want to place one or two lights at a few city buildings (City Hall, Cantina, Hospital, Cloning, Shuttle, Theatre, Bank and Mall)
So here would be our breakdown.
City Hall (2-One on each side of steps), Cantina (2-One on each side of platform), Hospital (1-Near Door), Cloning (1-Near Door), Shuttle (2-One on each side of walkway), Theatre (2-One on each side of Front), Bank (1), Mall (2-One on each side of steps)
That equals 13 Lights. I don't think this is overkill. But to do this would leave only leave 12 spots for us without paying a penalty. Minus 8 for buildings and 4 terminals thats 4. 4 spots for gardens statues and trainers.
SOLUTION: Do not count one group of items in the cap. Either Lights or Trainers. Our cities already look "backwoods" because of no paving. Now most will be dark backwoods becasue we can't have many lights.
Please add this to the to-do list if you would.

Well pavement is supposed to be comming ![]()
But do streetlamps count against this "Civic Buidling" cap? You can have 50 streetlamps at rank 5 .. so the other cap is obviouly for something else ...
We definitly had more than 31 trainers+terminals+lamps+gardens+other civic buildings in our city and no extra "me-the-cap-fees"

Since we are increasing the city caps, we need to control on the amount of additional structures the world has to support. There is a civic structure cap of 1+(6*city rank). I.e. 7 at rank 1, 13 at rank 2, etc. Civic structures include cloning facilities, shuttleports, the city hall, and gardens - - Structures owned by the city.
So statues, fountains, lights, terminals do not count against the object limit...
Is this correct?

Correct - or skill trainers
I wonder though, do gardens count against your decorations cap? (this would make them the only items counted against two cap limits).
