It would be cool if polaticians could set up a vendor/dispensor in a city hall to grant temporary building permits for specific resources. This way if a certain high-quality resource spawns in the city at a great rate the mayor cansell temporary permission to anyone to set up a harvester within city limits. The mayor could set any price desired for the permit and it would only last until the specific resource shifted.

At that time no maintenence or power could be added to the harvester and the owner must reclaim it within the maintenence window or the harvester is lost. This would bring in money to cities when they are on a rich resource field, grant temporary rights without the need for anyone from the city to be online, and clean up any harvesters once the resources have shifted.
