i have 1. how do i get politician points?
2. how do i put 10 citizens to my city?
3. how do i place my city hall?
4. how much money should i have b4 i start a city?

Place it like you would any other structure. Pop-up boxes will walk you through the process, just be sure to read them.

And the wire frame view will show two columns. That's the front. Be =sure= to get it right the =first= time, because if you take it down you LOSE IT!!! You don't get the deed back.
You can rotate a structure in the placement window by right clicking.

=You= don't, =they= do. They have houses within 150m of city hall and they declare residency on their house terminals. It's all about co-operation.

also how do i get a guild hall do i need to buy it? do i need to buy the city hall?

You really should read through the Guide and the FAQ first. There's a lot of work and effort that goes into creating a successful city, and knowledge is your best defense against problems.
