My city on Talus just hit rank 3 and I just trained the cloning center box. I do not currently have a cloner. I went to place one and it said "This city can only support a single structure of this type."

My max civic structures are: 19

I have City Hall, Garage, Bank only for civic. Unless cantina and med center count as one and the total would be 5.

Something I am missing? Bug? I read the top bugs list for Poli and it wasn't on there.

You'll have to send in a CSR ticket (use in-game Holocron and "Submit a Ticket") to take a look at that. This isn't something I've heard of happening before, so it's either a new bug or it's localized to your city.
