i read the FAQ, and im a little confused......
you have 24 hours to get 10 citizens.....
what if 10 people place houses and then choose to switch their residencys to their house in the new city. the FAQ said it takes 24 hours to process the change.....
does that mean that none of them would be registered as citizens for 24 hours? or will it register them immediatly?

it takes 24 hours before you can register again, but if the person's residence is already set to that house they can just enter it for the city to update its citizens list (no re-registering needed, so no 24 hour timer)

let me rephrase it cause im still a tad confused......just woke up
city hall is placed
a few hours later, Bob places a small house in the city
Bob was a resident of Happy Town, but he wants ot switch to his new small house.
when he changes his residency to the house he just placed in the brand new city, will it instantly add him as a citizen or will it take 24 hours.....

The 24 hour timer only applies if they have declared residency in another location at some point in the last 24 hours. If the person has no previous residence or they have not declared a different residence for at least 24 hours, they will immediately have their residence changed to the new building they designate.
