Does the Stronghold City Specialization bonus allow for additional defense above the caps? Most of our militia is capped already and it seems pointless to adopt this policy if it doesn't. (Sorry if this was answered elsewhere...)

Yes, Stronghold bonus applies above player cap as does Squad Leader bonus and food & drink. Stacking it all a defending group can be quite tough
