When the time comes and I'm ready to place banks, mission terminals, garages, etc...do I use the /place command and the appropriate amount is removed from the treasurey or do I have to find a vender. I'm leaning very heavily to the former since I've never seen a vendor with banks, shuttleports, etc. Thanks in advance.

The mission terminals and trainers will be placeable via new abilities when you qualify under the Actions - Other tab (ctrl and A). Both will then bring up a drop down list for you to select the one you wish to place. Note they will be placed where you stand and are not moveable afterwards without deleting and recreating (at least I don't remember them being!).
Civic structures that are built by architects will have deeds. These are placeable by you in the same way you place a home in overhead view.
