I am (like many of you) am the mayor of a player city that is trapped at rank 3. Recently, I have made arrangements with another city, and my city will soon have the opportunity to become rank 4! My question is: What is the best way to go about insuring that my city is the city that gets the upgrade? Should the other city be disbanded shortlybefore my city's weekly cyle ends? Or should the other city disband the day before, before the server reboot? Thanks for any help. My citizens have waited patiently for their shuttle. Hard work is about to pay off!

there is no "guarantee" 
we're all not sure how the upgrade works when another city's rank goes down, so another city that's ready might get the spot.

Thanks for the info. I guess I'm going to try to do a few hours beforehand to be safe. If I miss it, then some city is going to be getting a nice prize at someone else's expense LOL! Oh well, thats how it goes. Thanks again
