with starting our new player city up, we sensibly would like important city sturctures asap, this calls for politian xp, i have been told you only get this from at the end of the term week, for everyone that votes for you, you get 100 xp, does this mean there needs to be someone running agaisnt you??

No one needs to run against you. As the mayor, you will get all citizen votes by default (they must purposefully cast them for an opponent for that opponent to get any votes) at the time of the election/city update, which should be one week after you placed city hall.

No, you don't need anyone to run against you.
However, if you want to hit the ground running, you could run against an existing mayor (such as me!) and get 100 political XP for every vote that you get- I would recommend this as a way of keeping your voters happy if you want to establish as city and be able to do some of the basic straight away.
Good luck - player cities are a lot of work, but fantastic fun!

To answer both of your questions, sandman:
You do have to be a member of the city to run against the mayor. You also need Novice Politician skill.
Yes, the amount of XP you get is population x100.

Currently, no. There has been a lot of clamor for this, so maybe in afew years the Devs will implement something.
