1.Its says that you need 10 citizens to start a town and there are two ways to be considered a citizen. One is property, now if you have 10 homes bulit in an area then you place the city hall will these homes be condidered part of the city automaticlly or do you have to get everyone to re-declare residences?
2. Is the mayor considered one of the 10 or do you need 10 besides the mayor?
3. If you have 10 people for the 24 hour period and then you lose someone does that mean the city will be destroyed if you dont alays have 10 citizens?
4. what is the range of a new city, if you build it near the homes that were constructed how can you be sure they are included in the city limits?

No. Everyone has to enter their homes if they are already declared there.. or declare if they aren't. (the "threshold rule")

The mayor is counted as one of the 10.

Yes.

150m radius from the City Hall. You should get "Added Structure!" e-mails for all existing buildings when you first drop the Hall.

Oops. Re-write on #3.
After the initial 24 hours, if someone moves, you have until the next update (a week) to get another body.. or the place poofs.
