How many other rank 3 or above cities are on that world? Not everyone is garunteed rank 3 you have to earn it by being first...or in some cases 15th (I think that's the number)

So threes a cap on a cap. Devs i have a DX2 come in game for me please! Therefore, I can do a low blow to you like your doing to me in the city.
All joking aside I think this is not funny as we pay 60k a week to keep a level 2 city when they should of not even allowed us to have a city if they have problems with the database. You would figure if you can create the city hall, place it you should be able to continue on to what ever you wish.

No, there is a cap on what cities can reach a certain level. That was known weeks before they upped the number of cities allowed per planet. Sorry you apparently missed the memo but you shouldn't complain about not paying attention. Learning about the mechanics is your job not theirs. While it may suck to be stuck at a low lvl you can choose to either stick it out and hope you move up/caps get raised, or quit and join a large city that is willing to let you compete for mayor.
