I am on Eclipse and wanted to start a city, but i cannot figure out how to determine whether the cap on a planet for cities has been met.
Can someone please let me know how to determine if a planet is capped, or point me to another post or something that will.

Only way is to to count them manually. Good way to find player cities that dont have their names shown is to go to your Planetary Map (ctrl+v) and look for bank terminals and mission terminals. If you see any out in the wilderness, chances are it is a small Player City.
