is it just so you have enough skill to use it, or do u need a class 2 or 3 city

You need rank 4. Check the number of shuttleports exist on the world to begin with so you don't get a bunch of false hope...unless you like false hope. Lowsy caps taking away the fun of some people *grumbling grumbling* funny thing is I haven't been affected by caps yet
