Can politicians place faction recruiters in player cities?
And if so, do funds collected by these recruiters go into the city treasury?
I ask because, as a Smuggler, I buy alot of faction points from recruiters and transfer them to other players. If I do this at a factional base, whatever I pay the recruiter or ranking NPC, goes into base maintenance.
I was wondering if the same was true for recruiters in player cities...

Not currently, no, Mayors can not place faction recruiters. 
There has been no definite information showing that we will ever be able to do so, nor when it might occur if it were added to our abilities.

Even if it is added to our abilities we will have to pay for them out of the treasurey and not get any money out of it what-so-ever. We don't get cash for trainers, terminals, or cloning so I wouldn't expect this to be any different.
