How would this be accomplished? I'm trying to purchase a city on corellia (which has hit the cap for player cities). Is the only way to trasnfer mayors, or can I just have them poof their city hall and place my own? Also is it possible to rename an existing city?

I would highly discourage something like this, mainly because mayoring requires the citizen's trust and respect. you can lose your money and have nothing left if the city decides to vote you out, and there are plenty of cities that have MIA mayors and are looking for willing politicians.
this is your own choice though, so here are some answers:
you can transfer the mayor the old fashion way (voting), or you can take the risk and vhave the old mayor remove the cityhall for you to place a new one. he will lose the old city hall with the money in that treasury. the city might (not sure, never tried it myself) also shrink down to L1 at the next city update.
if you're the mayor of a city, yes you can change the name.

I believe that upon destruction of the original City Hall, you lose whatever level that city is at due to the fact the Hall and the City are linked.
You also open the possibility of losing that spot to another established City that couldn't advance before due to the cap. With your city effectively destroyed and starting over, they will get the chance to advance.
Best bet is to simply take over the existing City via voting and then change the City Name once you're mayor.

Losing the City Hall destroys the 'city', so you'll have to place a new City Hall and watch the city slowly go back up through the ranks. People who own houses within the new city boundaries will have re-declare their citizenship by entering their houses. I know this because at the time I was supposed to take over as mayor, as soon as I had enough votes to take over our mayor at the time didn't realise that he had to wait for the next city update and deleted his character, taking City Hall with him. It was an honest mistake, but he's had many slappings from the guild since!
Our city was only rank 2 at the time and there were no civic buildings at the time, so I don't know what would happen to them in a similar situation.

The sale went well, my alt is now mayor and most of the current residents have moved their houses already (going to take a few days)
My plan now is to work towards a shuttleport, but at first the goal is just to get the minimum 10 in before next check.
