I think if they allowed harvesters to get a bonus to sample rich then it would make peopel start up small mining outposts.

I'm tired of seeing all these little towns that could have some purpose but don't

they might not have a purpose for you, but they do to the people who live there

I'm not sure, but I believe specialisations can only be added to cities obove level 3 ... so outposts wouldn't even be able to set this perk.


Also, since I believe the bonus would only count for the harvesters in the city radius (150-200m) you would constantly have to destroy your city hall and create a new one, once resource **edit** - there'd certainly be a lot of fluctuation, and city caps would probably be hit even more
