HI,
I was wondering how the rest of you manage the militia and zoningrights issue. I know alot of cities dont care about how everything is placed but I like having everything organized and I've tried.. TRIED (Damn you corellian ground!) to make everything look as visually appealing as possible, given that I became city planner the second week after the city was established and the major structures were already a mess.
With the loss of citywarn, is there even a reason to have militia other than to grant zoning? the occasional cityban? I find it doesnt stop people from coming into the city via shuttle, and it just loses you money since they cant shuttle out. Of course if you have a faction aligned base in the city, its understandable to have a large militia however if you don't what is the point?
ANYWAY... I recently was elected mayor after I started up an alt to take over from the last mayor who simply was not interested in doing anything for the city other than having the title and I came to the conclusion that the best way to organize things, would be to have a committee of city planners/event coordinators which would handle placement and recruitment of new citizens, and the only members of the militia would be on this committee, thereby taking a bit of weight off my shoulders. I am still looking for more ideas on how the whole militia should be organized, because I don't feel that all or any citizen can have militia rights as was the case in the past (which ended up having several citizens who turned imp with militia rights.. in a 100% rebel city.. you can imagine the potential problems there..).
Since this is a multi-guild city, I don't see everyone on a regular basis and I feel that this would be a valid way of encouraging citzen participation, which I desperately want to do.Some members of one guild (the ex-mayor's) has been incrediably hostile to this idea, and feels they (not the rest of the citizens though)should all automatically be on militia even though they are the minority (15 active citizens out of over 100), and I am not entirely sure how to handle that. Especially since the vast majority of the citizens are positive about the situation..
Any thoughts, comments, suggestions? Anyone else out there managing a multi-guild city ?

My suggestion is form a city council, you have the guild leader or someone he selects to represent his guild, then give that person militia rights so there is someone in his guild to help place structures. You have to make sure you relay to them your grand vision of the city and hope they will honor your request.
As for the militia unless you have stronghold Special, it is pretty useless besides giving zoning rights.

We are a Rank 5 city on Corbantis and the citzens include 3 guilds and about 35 independent citizens.
My Milita consists of 3 independent members of the city, which include my alt character, 3 from the largest guild, and 2 from the other two guilds.
The number of militas a guild is entitled to have is solely dependent upon the number of members/citizens they represent.

We have 3 other guilds besides us living in the city. However it is understood that Mos ALianza is a DotA ran city. Our members are the malita and our members run the public buildings cant, med, mall , only 5 dota members can grant zoning the rest of malita are banners only. I t has worked well the other citizens like it because they dont have to wory about anything except playing the game.

The city I am mayor of consists of 4 PAs and over 150 citizens and the way I manage the militia is to have a city council and for every 20 people a PA has they have 1 rep to represent them in the city council, so if a PA has 40 active members they have two reps. I personally pick whos on the miltia and our citty being one of the oldest and largest on the server (also helped create the city from launch of SWG and from the city patch), I've pretty much got to know everyone and I only add the people to the militia thatI know and trust the city with...........
We have a chain of command within the city and within the PAs. When it comes to the city and its defense/offense it breaks down like this..
Mayor
Deputy Mayor (when I can't be online to make tough decisions)
Minister of Defense (because we area straight up Imperial city we also have bases within city limits and when it comes to the cities defense the Minister of Defense sets all this up)
3 Master-At-Arms (these are reps from the other PAs who assist the Minister of Defense)
4 PA Leaders
Militia
thats how it breaks down and its served us well for almost a year now........
