just woundering when you drop a city hall does it flat the ground, or do you have to find a supper flat spot witch is rare around places eg talus

I'm not aware of it flattening the ground, so you can build them on the sides of hills if you like (have seen a couple like this with huge winding stairs leading up to the entrance). Just be careful you dont bury the entrance into the side of a hill.
