Ok I'll leave it to Sony to only give me 24 hours (48 would of been nice, but god hates me) if I can get 10 people to declare residence within those 24 hours, can they leave afterwards if they want to??

If the population drops below 10 at any time, the city hall goes poof in the next election cycle - you might get a week of leeway but I don't recall.
And not to sound stuck up, but starting a city without knowing9 people that would be willing to join you in your effort probably means you're not cut out for a mayorship =)

That sucks, but if you can't get 10 to move in right away, you probably need to rethink your plans for having a city.

I remember I went through 3 city halls just to get 10 people. At first I read somwhere it was 5 citizens that had to join. Then I had to rush to get 5 more and not everyone declared residence. It all became a mess. However, we are finnaly an organized city at level 3. Witha good ammountneeded facilities. I suggest you get 15-20 before you place the city hall first. That way there is less room for error. In case somone doesn't have lots, declare residence, or isn't online. Not to highjack you thread or anything, I still find it more difficult to pay more than 100k a week for the city. Taxes are almost maxed out. I sort of wonder how people manage that. But anywho, it's best to get a guild of 20 people and give them all small houses if they dont have one already. Then rest for a week after it's done and start recruiting again.

If you can't get 10 people in 24 hours you should not have a city. No offense. Cities are scarce - there is a limit on how many there can be - and to use up a spot with a group that can barely do it is not what was intended. Cities require a good deal of cooperation.

I have to agree... if you hardly can gather 10 citizens, what the point in making your own city, why not join one with all the facility you need ?
the main purpose of a city is to be big, or it is rather useless unless you like to loose your money for a big city all and a crappy mission terminal...

The fact that you didn't research the very basics of what it takes to start and maintain a city means that........well, your careers as a Mayor is highly in doubt! If you are having trouble just getting city started, how do you intend to maintain that city?

It's still a very common misconception about player cities, and I get probably 2 or 3 inquiries a week about it.
General rule of thumb should be - if you want to start a city, have a minimum of 20 people in it at the start. This saves you always bouncing around that magical 10 number and stops the risk of you logging on one day and discovering it all gone (well if that day is just after the city update
).
Ask yourself why you want a city? If its a PA based place, why have a city at all? They cost a small fortune, and really you get a bank, some mission terminals and possibly a garage (if you grow to level 2). If you dont intend to grow at all, just dont do it.

I would tend to agree that if you don't have the resources and people to grow to at least level 2 then I don't see much point in it. Of course it is your right to place it and keep it at level 1 if you chooose. But what about joining with other groups and forming a larger community. The most successful cities I know are generally those that are either very large guilds..or even better a collection of multiple guilds in the same city. That might actually be a political challenge which is a welcome change from the boredom that general defines being the mayor of a city.
My own city is relatively small. Its only a level 3 and it fluctuates from a large level 3 to precariously close to losing level 3. We are quite happy with the size though and many people have complimented us on our small little community. It isn't flash but it is cozy. We have a small business district that gets a lot of customer traffic and we have chosen a location that puts us on the travel path between 3 static cities. You can be happy without a metropolis as we are, but an outpost? With no taxes and no real chance to grow? I'm not sure why you would do that. In any event planning and working to keep the city is one of the callenges designed into the city system to make you really work to have something that you "own". Controlling hundresds of meters of land in every direction comes at a price.

Since you are on my server I would like to propose that you take your guildmates and maybe consider hooking up with us people at Farpoint Outpost. We have all city structures one might need and also can provide you with a small marketplace and much room for expansion. Also, I am quite active in Roleplaying and right today a guild switched servers and wandered into my little city. We are currently struggling to keep city status and to be true, whats a city on Tatooine if you dont have a shuttle ? Your moving in would help a lot to grow and make the community stronger. Your own city will be hard to build up I guess, why not take a prepared nest
You are invited, your choice.
