We are in the middle of a wonderfully annoying situation on Flurry, and I was curious as to whether banned citizens were able to access city hall or not.
If they are unable to access city hall, it would basically mean that a person has the ability to drop a City hall in an area with existing buildings, ban all building resididents, put any taxes they want in place, and the banned 'citizens' would have no recourse as they would be unable to access the city hall. To me that sounds like an exploitable loophole which would lead to an overabundance of griefing potential.

Note: "citizens" are those who have declared residency in the house within city limits. If you have not declared residency, you CAN still be city banned.

However, if you then declare residence in a house in the city, the /cityban will be removed automatically
