Our city cycles in 11 hours from time of this post. Current Mayor doesnt want mayor anymore. If I run and get Novice trained can I run for mayor and take over at this point? Also .. no one in the city votes at all that we know of...will I need 51% of the citizens to vote or just 1 vote be enough?

You will need to get 51% of the votes of the city before the next election/city update. If you don't, the current mayor will retain the mayorship. In fact, that's one of our big issues, that a mayor cannot simply "resign". So...get those votes!

So its 51% of the entire city not 51% of the ones who vote. So if 51% of the city never votes the can not be changed ?

sadly.. it is 51% of total citizen population
thus.. if you have 100 citizens. you need 51 votes

But don't be discouraged. It may take you a couple of weeks to accomplish it but it can be done.
Just ask the Mayor to send out regular emails to all of the citizens asking them to vote for you, and keep everyone appraised of what the current tally is (this hopefully will entice those people who normally say "ah, someone else will do it").
Good luck in your endeavours.
