I thought the change was made a while back to only clone to player cities if the person stored clone data there. How are we now protected from grief cities if this is not so. I know I could clone in a city and avoid it but slip ups happen and everyone has wandered out thinking I am closer to this city than that one and been wrong before. I actually clone at a city that I was banned from...now since I was neutral this didn't affect me but being cloned OUTSIDE the clone center that I was banned from puts me DIRECTLY in harms way if I was not neutral. I know that just recently I was given the option to clone either at my pre-designated cloning facility or at a nearby player-city facility, which I believe to be owned by opposing faction members. I was also under the impression that the devs said this was fixed, but I'm not sure what they changed exactly.
Any one else with more experience on this issue?

some of my citizens are not given the option to clone at our facility, despite having their DNA stored there. they are given the option of another Player City that happens to be the faction opposite theirs. they've never stored their DNA there. I've not seen this myself, but i've managed not to die in quite a while. maybe i should bank my gear and try it to see what happens.
