Ok, I'm a little curious, so I have to ask:
1) If two people are running for mayor, does the looser get the XP for all the votes for him/her?
2)If a new mayor wins an election in a city that has medium gardens, a bank, faction mission terminals, etc and the new mayor only has novice politician, what happens? Does the city loose the bank and anything the mayor does not have the skills for yet?

1. Yes, everyone in the election gets 100XP for every vote given to them.
2. Existing structures will not be affected if the mayor does not have sufficient skills to place them, but will not be able to place them if they redeed them. Also, they will not be able to Manage Militia or install Terminals if they do not have the right skills.

1) Yes, if a politician will receive xp for any votes cast for them regardless of the outcome of the election results.
2) Nothing will happen to the gardens etc, however, the new mayor will not be able to place new gardens or move existing ones until they have gained the required skill. The same goes with the other civic structures and city specializations . The city specs will remain in place (unless revoked by the mayor) but the novice mayor will not be able to enable any new specializations until the skill is learned.
