No, it means that you can place a cloning center in your city now (you would not of been able to before you reached that skill level). So you can place the cloner, and take your city to Manufacturing status - however, pay attention to the weekly cost of having that status. Unless you are taxing your residents and sales, and getting some nice donations, the extra hit to your weekly maintenance can be punishing in the long term.
My advice would be to ask all the crafters if they want it or not, and if the majority say yes, then ask them to cover the upkeep of the specialisation. 150k a week does add up.
Clone Lab is a spec to reduce the cost of storing clones and I believe the cost of insurance. Its not exactly the best spec around. If you don't have a cloning center it won't do you any good at all.
If you select a spec, it immediately kicks in, but you can't change it until after 7 days have passed (basically, you get the benefit now, but you must keep it during the city cycle. In this way they force you to pay for it). So if you select clone lab now, you will have to wait for the other side of the city cycle before being able to switch to manufacturing center.
