OK, this probably wasn't the best title but I have a some what difficult dilemma and was hoping, albeit probably in vein, that their might be some in-game or automated way to solve it. The problem is that my particular city has some pretty difficult terrain for placing houses. The terrain is beautiful, we are surrounded by lakes and there are nice rolling hills so most citizens are getting either valley or lake front views. But since we are small in size right now and growing quickly, I'm running into a problem of finding suitable spots to place houses. Add to that, I wish to map out the layout of the city ahead of time, which leads me to my questions.
Is there any tool available in game or out to help me map the terrain around my city hall?
Or, maybe I should ask what have others used (besides that neat little web based tool) to map out their cities which accounts for the terrain?
I know I'm reaching here but you never know some one might surprise me...
