Should we place a large garden here?

Should we make our city a research specialization?

The mayor should have the power to "officialy" putissues like theseup for vote in the weekly election. Conversely, citizens should have a way to petiton foritems to be added to the city. If the majority ofcitizens approve of a Mayor's idea that he has put up for votehe can thenprocede with it, if they don't he can't. If a citizen needs or wants something, there should be a way to petition the Mayor to get it done. There needs to be a way for due process to happen, instead of theMayor holding ultimate power. After all, it is the citizens money in the city coffers.
