The # of citizens only "counts" when the city updates.

Hmm. Lemmie try this again. I'm a new mayor in a new city which is due to update tomorrow. We would like to do some rearranging of structures which will temporarily remove citizens until they replace the structure. My question is, if this number goes below the 20 we need for rank 2, will the city instantly revert to an outpost? or do we have until the next city update to get back to the required 20 citizens? Thanks

Do it after the update, and make sure its finished before the next one. You'll be fine if you stick to that.
