unfortunately... CSRs won't move player own buildings (buildings include harvestors) thus.. I think you are SOL unless you can negotiate your way out or buy your way out....
The tax would "could" work but your citizens will also take a hit ![]()
We had a tons of rebels harvestors when we started at level 3.. but they finally burn up or moved by the time we hit level 5.
if it is static.. it could get expensive after a while..

any other suggestions - im prepared to put a high Property tax on these things to get them out - i will refund all residents in full...
What is the point in have 12 harvestors sittin on a spot that has a resouce% high of 27% its not worth it.

well.. I finally read the whole thing.. looks like thia X3a will not move.. or ever move... it is "static" to him and well.. unless the devs changes the rules... so it will remains
You can "try" to get a CSR to move or petition to have it move.. after trying to bribe him... if possible..

My suggestion is a bit nasty..but....
Take several Medium Generic Houses and build them cheek by jowl around the harvestors so that the player who owns them can't get access to them. If the player is of the opposing faction, plant a couple of turrets and a minefield and wait till the things burn to the ground through lack of maintenance (jack up the rates just to hasten the process).
There won't be a thing they can do about it.
