First, what is a Dead House?
A Dead House is a building or structure within the city that the Mayor does not want in their city. Usually due to the structure affecting the city's layout, or the owner of the structure having quit the game.
Is there an easy way to remove Dead Houses?
No. There is no command or feature to remove Dead Houses currently.
If I just wait, how long till the Dead House *poofs*?
No one know. CSRs WILL NOT tell you how much maintance in a Dead House. So it could be 1 hour, it could be 300 days.
If the owner has quit the serverwhen willthe house go away?
This is one thing that annoys Politicans. You have to wait for the house to decay as normal.
If the Owner has quit the server when will the house go away?
Another issue Politicans haves with Dead Houses. Again you have to wait for the house to decay normally.
Someone is Griefing our city with thier house, what can I do?
There is no such thing. Politicans DO NOT own the city, they simply manage it. Anyone may move into the city and place their house wherever they like.
What about Zoning Rights?
Zoning rights, ONLY apply to the current size of the city. So houses can be placed outside the city's zone and then be absorbed into the city when the city expands. Sadly this is not an exploit/greif, it's just really annoying and rude.
So is there nothing I can do about Dead Houses?
Basically No. HOWEVER...please see the following suggestion...
One effective way to handle Dead Houses is to charge a high property and income tax, refunding the tax to those players and houses you wish to keep in the city.
How do I refund the tax to the players/buildings I like?
You can withdrawl 50K a day from the city treasury. That money can then be given (via /tip or /banktip), or deposited directly into the building's maintance accounts.
How do I deposit money into a building's Maintance account?
You need to have Admin rights to the house, to be able to deposit money into it's maintance pool.
Why would anyone give me maintance to their house?
If your the mayor, hopefully the residents of the city are your friends. Atleast/expecially those players and buildings you wish to keep in the city. If your offering to pay back the taxes for the increased property tax, people are usually very willing to give you admin to their houses.
But having admin can't the Mayor steal the houses blind?
Yes if you have Admin to a house you may pick up anything dropped in the house. This is why the Mayor should be trust worthy. Those citizens who do not wish to trust you, you can either /tip them the refund for the taxes (however who wants someone in the city that doesn't trust you/the mayor). The other option is to simply let them pay the taxes and receive no refund.
This sounds like alot of work.
Yes it is a lot of work. Crafters craft, fighters fight, and Politicans/mayors...deal with adminsitrative stuff like taking care of a city. One way to reduce the work is to only refund the property tax once a month.
Example: 50% Property Tax.
Once a month your citizens should have 20+ days of maintance in their houses. You go and add money which pays for 10 days of maintance.
Why would I want to do all this? Will I get any benieft?
If you go with the Tax Refund plan mentioned above, and a monthly maintance refund cycle your beniefts are as follows:
You will know what players are active, and actually maintaining their houses.
Knowing which players are inactive will help to warn you about citizen loss due to inactivity.
You can make sure your loyal citizens do not lose their houses due to forgetting to pay their maintance. (And thus losing your a citizen)
You will be able to maintain houses for players that are called away due to other duties for longer then a Month.
Best benieft of all! - If the player leaves the game, and you have admin on their house, you'll be able to remove all items from the house and sell them for money to further help your city. (I only recommend this when the house has hit less then 25% of their condition left).
Having admin to all houses in the city is also useful for getting items between players. Someone in your city chat calls out they need to borrowa Kryat Gun, another person says they have one in their house that can be borrowed. You can pick up the gun and give it to who needs to borrow it. The leader doesn't have to come all the way back to the city to loan the weapon
This is also useful for those fighters/hunters that spend their lives on remote planets. You can pay thier maintance for them (Beyond the tax refund), and they can bank tip you the money. Saving them a trip all the way back to their house.
All this work, being admin on all houses, tax refunds, high tax rates, etc... and the Dead House is still sitting there, what's going on?!
It could be that the player/owner of the house either A) put alot of maintance into the house, or B) is still active and putting maintance into the house on an on going basis.
How much maintance is in the Dead Houses then?!
Again, you don't know, and you can't find out. You'll know for those houses that you have admin to. (Which is useful if the player left the game. You'll know how long till the house vanishes). The politicans would love to have a report that tells the status of all the buildings in the city, and it's been requested of the devs.
When is this report feature for the cities, to tell the maintance on houses going into affect?
Who knows if it will ever occur. It was only requested of the Devs, and it's in their hands to decide if it's something they want to add to the game.
After all this, I still don't see any benieft, and the Dead Houses are just going to sit there forever!
The benieft is that with a High Property Tax, those Dead Houses will be putting money into the City Treasury. (Which you can later use/pull out). The Dead Houses will also Decay faster (if no money is being put into them).
I don't want to do all this work!
Then don't. This is just suggestions on how to deal with Dead Houses. There are other methods, but they can be considered Harassing, or Griefing, or exploting. The above method works within your abilities as a Mayor/Politican.

If the devs cannot/willnot remove the houses of inactive citizens - it is very damaging to remove them from the citizenship of that city. I understand the benefits of the inactive citizen rule - but it should be tied one way or the other- to thier house.
As it is, a city losses citizens, but potentially has no geographic space to add more citizens to reclaim their loss. It's a arbitrary - 6 weeks inactive, city caps, one week update, etc. The Devs have much room to change how they do this.
If a player is paying SOE a monthly bill, AND thier house is paid up in maintenance - they have EVERY reason to expect to be able to come back to the game with their character, status and inventory and they way they left it.
What's next, characters start FORGETTING their skills?

I aggree that the house should not disappear if the person is still paying their monthly fees and the maintance is payed. But I know people who have left the game, and stopped paying for their accounts, and their houses still sit there.

If the house stay, why not the citizenship? If they remove them from citizenship there must be a way to deal with the house also and not with the slow work of the taxes.

We wish there was a way. However the devs hate us. (kidding) Basically...
Players who are playing the game and paying for their accounts are being punished by having lots of 'dead houses' stuck in their city.
While people who have left the game, stopped paying, can come back after months of not playing or paying and have their houses and stuff still there.
