If an account goes inactive SoE will be reluctant to delete their buildings as that customer may be disuaded from return but while with other games that just soaks up data base space in SWG it takes up playing resources too.
Here is a proposal:
Buildings and their contents will be archived, their database entry just removed to a diferent database intact. Their in game manifestation will disapear. If the player returns they will have a deed to thieir structures in thier inventory that can be placed as normal but will restore their house and all its contents (or just a normal deed in the case of harvesters).
Perform a clean up once per month or so whereby deleted charachters are archived imediatly and canceled accounts are archived after a month (so that no one looses a structure because of a credit card hicough).
To prevent cross server plot abuse:
If the owner toon of a structure has not loged in to that server within a month then the admin list of that structure is cleard (i.e. only the owner can pay maintainance).
Neither of these are particularly easy to code I expect but they will both reduce server load considerably.

I agree something needs to get done about structures left behind like that. If you are going to close an account or delete a character take down the house and give it to some newb.
