allrighty,

I was wondering how many player cities per planet are allowed a rank 4 city?

Check the Faq, shows limits for each planet. I know it is 10 on the big three, I think it is also 10 on the other 3 planets.

On Naboo there's 17 registered on the map.

City registration is a mayoral skill and is not dependant on the level of the city. If the mayor of an outpost has the skill, they can register their city on the planetary map.

are you also considering rank 5 cities?

as for raising the cap, we're asking that in this week's qustion , but not to sound too pessimistic, I highly doubt it

Nope, it was at the beginning of the player cities, when you could register an outpost. Later they have raised the rank you need to register up to 3 and I dont heard that they have changed it again...
