Since its inception, the ability to "Register with Location" in player city structures has been broken. ALL registerable player city structures constantly show as occupied, even if they're empty.

This is bad for player cities.

If this were fixed, people could use the planetary map and see cities that TRULY have occupied player city facilities.

Registered Cantinas could be gathering places for players that want to run missions in cities that have mission terminals.

Hospitals could be registered by Doctors who are offering buffs, freeing them up from having to sit and spam for buffs all day long.

Any chance of us getting this fixed?
