Do un-declared player cities (player cities that do not show up on the map) still count towards the planetary limit? For example, lets say Tatooine has reached its limit of 20. But a new city wants to come in. If that city doesn't declare itself, can it still be placed?
The reason I ask if my guild wants to set up an all-Twi'lek city. But we fear the planetary player city limit may have been reached...

All cities no matter if they are declared or not count against the limit.

Probably not, and I wouldn't support it if they planned to. There are too many cities on some servers.

I am prone to ignoring people who I find annoying, both in the game and on the forums. If it seems like I am not responding to your posts, it is probably because you have very little worth saying.
