If I have zoning rights removed from my city. Let's just say it is a period of urban renewal and I don't want to go around giving it to every citizen, or truthfully we need to arrange our homes to reach rank 2 so I just have it turned off to simplify the matter. Does that mean that a random other mayor can waltz into town and drop a statue or a fountain there?
After all you can name a statue almost anything that would be degrading to the city and it would stay there until the mayor logged on to remove it and it would actually cost the town money if the mayor was away for awhile. This could also easily happen if a master of politiking coerces a militia man to give him zoning rights.
If it is possible I think we should ask the dev's to make it so that only the elected mayor can place and remove decorations in a town, if it isn't possible then yay.

No this wouldnt work, if you check the message you get when anyone other than THE mayor attempts to place a structure in the city including people with zoning rights they are told "Only THE mayor can do this", rather than "A mayor" a mayor is a position the city gives you the individual is a politician if you take my meaning.
