i was wondering how much xp i would get if i have 15 citizens by the time the first voting happens if im a novice politican.

It should be capped no different than any other prof. Usually twice the amount of whatever your max skill level is so if you are novice with now skills might be maxed at 2k.

actually, we're the exception... but the answer is in the FAQ, and the max cap is 60k.
