Thread: City Councils-How many mayors have these?

Heya Everyone,


Ok, so my question to you all is this.. how many mayors have implemented the use of a City Council? The reason I ask is the following dispute i just had with a citizen and want to know your thoughts and opinons on how to even go about adding such a system to my city.


This "citizen" who i shall call "Bob" was disappointed that he no longer had a view of a hill with some trees once I added another row of houses opposite of his. Currently my city is a Rank 3 (will be a rank 4 later tonight) and as we all know adding continuous structures to a city can be a bit of a pain at times. So I tried explaining to "Bob" that we currently have 300m of space to work with and with so many new citizens coming in daily I need to add more rows of housing wether or not they liked the fact of having to look at another citizens house. I have a city layout and it has been available to view by all my citizens since their first day of joining the guild/city. Now, I get told I'm a "tyrant" because I have this city layout that has to be followed so we can continue to add more city deco., more housing, and tonight after our city update our long awaited shuttle. So to settle any further disputes that some certain individuals may have I decided to put it to a vote tonight about wether or not to add a group of 6 city council members. I know that how it's run is all in personal decisions, but i need some ideas none-the-less as I have been the sole supporter for my city for 5 months now.


So for any mayors that currently do have a "city council" exactly what tasks do you delegate to them? As I would assume they would be held liable for certain city issues or what would the point of even having such a system resolve?

Rauha has a very informal city council right now. Most of the time I just ask the "core group" of players for the city for opinions on various things, and if there's no huge objections, we go for it. We used to have a very formal city council for RP'ing out city issues, but that just made for very long RP sessions of basically arguing without accomplishing much.


I think the citizens trust me enough with the sweeping changes I'm making with our city. I do email the entire city weekly with changes and updates to what's going on, and I always maintain an open atmosphere of feedback, that every citizen can feel free to voice an opinion to me at any time (it makes for /tell hell, some nights, but it's well worth it).


Since our city is only funded by a 2k/week income tax (and the rest is privately funded) I don't think the citizens have much to complain about regarding how their tax credits are being spent, so there's no real need to discuss that either.

In Tirius we have a pretty active city council and have done since day 1 really. Visit the link in my signature and see the council pages for more details.

We have 2 council meetings a month, one large in city hall and one smaller one which citizens are welcome to but don't have to attend. The large meeting is where major changes etc are proposed etc.

Voting doesn't take place in game but on the forums for our city.

It sounds as though you are more interested in how the city planning side is dealt with rather than council operation as a whole. In Tirius we have City Planning Office which is responsible for moving people in according to guidelines laid down. The planning officers do not necessarily have to be on the council itself but are trusted people from different time zones to ensure we can cover those that wish to move in (and we just made metropolis, woohoo!). Here is a copy of our city planner guidelines to help you along.

Who are the city planners?
Prinicpal Planning Officer - Mayor Gedrick Ivock (europe)
Planning Administration Officer - K'vera Leann Ni-Sti (europe)
Planning Officer - Jag (central / eastern)
Planning Officer - Mare (mountain / pacific)
Planning Officer - Shiroo (europe)
Planning Officer - Verna (central / eastern)

What is my role as a city planner?
- Pro-actively encourage new roleplayers to move into the city
- Ensure that the procedures for accepting residency are followed
- Move pending applicants into the city in accordance with procedures

What do I do if I get an enquiry about someone wishing to move to Tirius?
If you have a time then a tour is always nice However, much of the time the enquiry will come by mail rather than in person. Please copy this template into your /notepad for use in game.


Residency Applications - what happens with these?

All potential applicants should complete an residency application form which is available on the holosite under COMMUNITY > CITIZENS.

The data in this form was chosen to give us a better idea of the demographics of our city (though currently we have no demographics officer for that).

To ensure that everyone understands the process, I will take a moment to explain it from start to finish.

1. Application form is received by the [email protected] e-mail account.

2. I will post a new thread for each pending applications so we can all see who has been moved in and the status on each.

3. If you have any information on any of the potential residents that the planning office should be aware of, please add it to the resident's thread.

4. Add the potential resident to your friends list. (I mark them with a group name 'to place' and once placed mark them as 'Tirius citizen'.)

5. When you have found a convenient time to place the potential resident you need to find out the following:



- Do they own the home named in the application form or need to buy one?

- Will they be running a business? - If so then ensure they are placed in the commercial zone marked on the map (Huf Dun Parade, Kahmurra Court, Kima Way).

- Will they be running a museum / art gallery? - If so then ensure they are placed in the cultural zone to the south on the map.

- Will the building be used solely for storage? = If so then ensure they are placed in the storage zone which includes Wrix Way to the east.

- If this is a residence, will it be their only and main residence? - If not then they will not need to declare but K'vera needs to be notified of this to ensure they are logged correctly in the Citizen database.

- For residential properties - are they rebel/neutral/imperial? - Rebels are placed in the SE corner (Tortur Terrace, Vynockian Vineyards) and Imperials in the NW corner of the city (Dalyrake Drive and Paralope Parade).

- Do they have a preference for a particular plot? (Note that we should try to accomodate this as much as possible within the current plan.)


6. Placement
(a) Ask the potential resident to place their home in the plot agreed facing the appropriate direction. Ensure that it conforms with the plan.
(b) Place the home on behalf of the resident then:
/setperm admin theirname
Set the name of the building accordingly
/transferstruc theirname
NOTE: If there are any issues with the terrain that prevent placement please inform K'vera that the plot is unusable so the map can be updated.

7. E-mail the new resident the Welcome to Tirius Resident Guide.

8. Ensure that the new resident knows where to find other information including the tourist info centre, the holosite and forums. Explain that they will not appear on the citizen directory until they have signed up on the forums and they SHOULD use their in game name. If they have already signed up with another name K'vera can amend this for them.

9. If the resident is a forum member, you can go to the holosite front page and click on the 'Add Citizens' link. This page offers you a toggle to identify those who are citizens (they show up with a blue border).

10. Post on the potential resident's forum thread any information you have discovered that may be relevant including the plot they have moved into and the type of house placed (small/medium/large sufficient).


Updating the Citizen Directory

1. Check to see if the citizen is already listed in the directory. If so no action is required other than perhaps reminding them to complete their profile.

2. If the citizen isn't listed it could be for one of the following reasons:
(a) They signed up with a forum name that needs renaming to their in game name. Please PM me and I will make the necessary changes.
(b) They have not signed up to the forums at all, in which case persuade them that it is in their interests to do so.
(c) They are registered with the correct name and just need you to add them to the directory.

3. Log into the holosite front page. Beneath your avatar is a link called 'Add Citizens', click on it.

4. Locate the avatar/name of the person and if they are NOT on the list click their name once. When the page refreshes you will see a blue border around their avatar to indicate they are now a citizen.

5. Check they appear on the citizen directory by going to COMMUNITY > CITIZENS.

PLEASE NOTE: Do not remove a citizen from the directory unless you have made a mistake as there is another system to be updated too, thanks.



FINAL NOTE: I am responsible for maintaining our city map for the most part, but the mayor does get final say.

Avatar Metropolis has a city council that consists of the leaders of the Imperial guilds within our borders.


It's fairly informal, with meetings only when required, but it helps smooth relations between the variousguilds.

In Gatica, Dantooine (Kettemoor) we're now forming a counsil that will be made of two people from each guild and 2 representing unguilded.

Thank you all for your wonderful suggestions! After we had the one debate from the one citizen all others stepped up to defend me and all the work and dedication i've put into the city. We just hit a Rank 4 so got our shuttleport after a LONG wait. But it was well worth it.. I'm very proud of all of my citizens and of our city. Great to see a player city active again. And we've only got one guild in our city.. which is my guild. lol.. so as for even creating a city council with other guilds that would be a no go. But it is something we are keeping open as an option for the future. Now at 59 citizens and growing everyday!

Valley of Valhala on tempest has a very complex city council. Read more about it on Papai's "This week in Politics" I have a 2 council system...


City council.... Voluteer council servise for and citizen who wants to join. Every councilman has a vote on all issues and has thier turn to speak in all meetings.


High council (millitia) The mayors most trusted, high councilmen may only be nominated by sitting members. Charged with upholding and enforsing all policies made in council.

Aurora has a city council consisting of the PA leaders from the town as well as prominent citizens. We are developing a subcommittee to handle the military needs of the city.

I rule Farpoint with an iron fist. Seriously, my currend city councel consists of my self, my vice-mayor, and the head of the city guild. Very informal. Since we have all the structures, gardens, etc in place, there really hasn't been a need to meet.

Well, seems the citizens of our city have decided that I am the only one they want to see having anything to do with the city After the one "disturbed" citizen I've had just about every citizen send me tells or email stating that I should never have to put up with the way this one citizen had treated me. I must say, i've never been more proud of my citizens... they really are a great group of ppl. Now i just hope i can get plenty more like them So for now, it will just be me running the city as it always has been with support to the city treasury from our citizens. There are however 3 of my most trusted guildmates on the militia. They know that when it comes to granting zoning rights, they have to clear it through me first. And with /cityban we're working on a 1 warning system that seems to be working quite well. Thank you to everyone for all you're wonderful feedback.
