Yes. Theoretically, a Master Doctor (and I think a Master Combat Medic) can place a hospital wherever they feel like it. Same with Master Dancers/Musicians and cantinas.
The only buildings that are "restricted" in placing in a city are the civic structures. Only those require a certain city and mayor level.

that's not true. player placed structures doesn't require a city to exist after it has been placed, but you have to place it in a city.

that's not true. player placed structures doesn't require a city to exist after it has been placed, but you have to place it in a city.
Are you sure? I've seen a cantina or two in the middle of nowhere.
That has to be from structures that were placed in cities that no longer exist, Traie. I'm not sure of the exact system message, but it won't allow you to place a Hospital, Cantina, or Theater outside of a Player City.
And, yes, a Master Combat Medic can place a Hospital as well. The city has to be at least Rank 3.
