Due to the CU and also the collossal muck up on Chimaera we now have a number of dead cities taking up slots, now some of these the members have left to go to other games with no intention of returning yet they have paid millions into the maintenance pool and noone has zoning rights there anymore. They have stated its their city and they will not remove it or let others take over even though they dont play.

Now this annoys alot of people, is there any way in the new mayoral changes that people can get around this and take over as mayor or can CSR's be petitioned to remove the halls?

Once the structures are set down the mayor has no control over it. Sorry.

Someone there needs to run for mayor. That is the only real way you can take over the city

But if all the citizens no longer play and you dont have zoning rights how can you get votes?

Hey Ani.

If you get two actives in a city, you could theoretically take over a city (one to register to run, the other to vote on the challenger) as the no vote=vote for current mayor has been removed a while ago... But as I said... that's just if you already have the citizens there...
