I've been toying with this idea and think it's kinda cool...
What if, in addition to normal cities,we had "closed community" cities? The idea would be to have a community of people that are much closer-knit than a normal player city, and it would be like a peaceful neigborhood. Here are some of the specifics...
- The city radius would always stay the same regardless of how many peoplel lived there. (this would stop people from placing a structure just outside the city limit, so that they can be a citizen when it grows)
- The tax rates and city cost would be higher, since it's a "private community"
- It would ALWAYS require militia or mayor authorization to place a structure
- The city hall would be locked, and only citizens could enter
-Placing the city would make a brick or stone wall around the radius of the city
- There would be additional city items for beautification such as flower beds, "beaches" etc
I don't know, just throwing the idea around a little bit. I personally would love it.

It sounds interesting, of course I have been for the roads and walls, and beautification since the start.
What you would get is Jedi communities from what I have seen, They could go into the CH and hide from BHs or inside the walls.
Hmm, dont know sounds cool, but have mixed feelings.

I got ya...
Maybe instead of locking the City Halls the private communities could have the equivalent of rent-a-cop security.
They could have the option of placing NPC militia in their city and just like faction pets the more money you pay, the higher level they would be. They would only patrol inside the city walls, and would aggro everyone who wasn't a citizen unless a mayor or militia member did a /friendly command on someone.
