for both the first and second place, the owner of the house will become a citizen the next time s/he enters the house if they declared residence there, or they can declare residence there and become a citizen. anyone within your city borders that became a citizen can revoke their citizenship at any time in the city terminal in the left room of the city hall.
Let's say we move and start our city, could he just place his house in that first 24 hours without zoning rights? Once the city is established with the 10 citizens, he would need zoning rights to move in, correct?
Also, if we /cityban him, would that prevent him from using our vendors and everything or just city structures?
If we /cityban him BEFORE we expand to the next level and encompass his house, will he still be able to become a citizen?

well, if you have enough folks you can fill up the 150m radius with houses (which you can pick up later), although that's probably unrealistic. after that, if you have zoning turned on he'll need zoning rights to move within the current city borders.
/cityban only prevents people from going into civic structures (ie. buildings that the city pays for). if someone acquires a house within your city borders, then they can declare residence (and become a citizen) to nullify the ban, since citizens cannot be citybanned.
You get the ability to grant zoning rights as a Novice Politician. Will that be sufficient to keep people from just building in our city limits without permission?
Also, what is the maximum property tax that can be imposed?
