If I want to start a city but there is a house within the area that will become the City footprint once the Hall is placed, what will happen to that house? Will the owner be notified to move or become a resident? Will nothing happen?

If my city grows to the next size and the limit expands to encompass a non-citizen's house, what will happen in that case? Will he/she be allowed to exist within my city's borders without being a citizen?

for both the first and second place, the owner of the house will become a citizen the next time s/he enters the house if they declared residence there, or they can declare residence there and become a citizen. anyone within your city borders that became a citizen can revoke their citizenship at any time in the city terminal in the left room of the city hall.

I'm asking because I don't want this person to become a citizen. If he places his house outside our borders, the next time we grow he can automatically become a citizen? Is there any way I can prevent someone from becoming a citizen?

The situation I'm in now is this. The person I don't want around has wronged me in the past. Now that my guild is about to place our City hall, he has placed a house right next to our vendor tent, within our "courtyard". If I were to place my City hall now, he could become a citizen? If my guild moves and starts our City, he could follow us and place his house 150m from the city center. When we reached the 2nd level he would be encompassed and could declare residence. Is there any way to prevent this?

there isn't, as he has a right to build there and become a citizen if your city swallows his house. the only thing you can do is to talk to him, or talk to a CSR if he tries to use that house with an exploit and try to vote your mayor out.

Let's say we move and start our city, could he just place his house in that first 24 hours without zoning rights? Once the city is established with the 10 citizens, he would need zoning rights to move in, correct?

Also, if we /cityban him, would that prevent him from using our vendors and everything or just city structures?

If we /cityban him BEFORE we expand to the next level and encompass his house, will he still be able to become a citizen?

well, if you have enough folks you can fill up the 150m radius with houses (which you can pick up later), although that's probably unrealistic. after that, if you have zoning turned on he'll need zoning rights to move within the current city borders.

/cityban only prevents people from going into civic structures (ie. buildings that the city pays for). if someone acquires a house within your city borders, then they can declare residence (and become a citizen) to nullify the ban, since citizens cannot be citybanned.

Just to be clear... As soon as I place the City Hall I need to turn on Zoning. Then only my ten people that I give rights to will be able to move in during that first 24 hours?

If zoning rights is turned on the only people that can move into your city is the people with granted zoning rights which the only person that can grant zoning rights at the beginning is the mayor. So if you only grant those ten people they are the only ones that can move in.

Once you grant citizens militia rights they can also grant zoning rights.

With your problem with this person. There is not much you can do to prevent him if you level up. But if you do and he becomes a resident monitor your voting and also who else is joining your city. Also make copies of what he says to you and his actions in the city. If he harrass' you or anyother citizens of your city that will help CSR's with the situation since harrassment is in breach of the user aggreement. Most likely though once you prevent his actions of sabatoge he will probably lose interest.

It really does stink when things like this happen. If we could only keep people like this out of our game our lives would be so much better.......

I hope this helps and good luck with your city............

Well you also have to have the skill to grant zoning rights, if you are a novice politician , you wont be able to lock the zone down either though.

You get the ability to grant zoning rights as a Novice Politician. Will that be sufficient to keep people from just building in our city limits without permission?

Also, what is the maximum property tax that can be imposed?

As soon as you place your City Hall, go to the City Management Terminal and choose the option to Enable Zoning. This will prevent anyone from building within the radius of your city unless you have targeted them and /grantzoningrights to them. That will grant them permission to build in the limits for 24 hours. You can revoke the rights by using the /grantzoningrights command again with the person targeted.

As has been said above, any house that gets absorbed into the city radius in either the initial placement or through expansion becomes a part of the city. If the owner has declared residence in that house, they become a citizen. There's really nothing that can be done about those kinds of houses since the structures were built fairly (outside of the city limits there is no zoning or, in the case of initial placement, was there first).

The /cityban command only prevents the banned player from using city structures and services, meaning City Hall, Cloning Center, Garage, and Shuttleport. This does not affect privately owned structures like PA Halls, Cantinas, Hospitals, and houses.

You have to be a Rank 2 city to impose taxes. Property tax is a percentage of a structure's maintenance. This amount is automaticallyadded into the structure maintenance and is charged per hour in keeping with the scheduled maintenance payment of the structure. It can start to get costly for your citizens if you set it too high, though.
